Every school, every college and university, will have to open a new office just to take care of this. Someone to keep track of the student's hours, someone to find assignments, someone to field requests from organizations wanting volunteers. Paperwork, software, phone bills. The taxpayers foot yet another bill, but this time we pay for "volunteers."
