Well, there's a simple explanation: that's not a dress, that's one of those collapsible tents held up by sprung wires you buy for kids. She has obviously crawled into one and stood up quickly, making it appear she is wearing a tent when in fact she's just stuck inside of one. Simple explanations like this are usually true. Oh.
